Starting October 20, 2025, USCIS implemented the 2025 naturalization civics test for applicants filing Form N-400 (Application for Naturalization) on or after that date. The new test is a reimplementation of the 2020 civics test with modifications designed to align with Executive Order 14161, promoting a unified American identity and attachment to the Constitution and founding principles of the United States.

Content Carries Over
Key Change: The new test uses increased open-ended questions that focus on critical thinking and deeper understanding of U.S. history, government, and civic values—not just simple memorization. Approximately 75% of questions carry over from the 2008 test, while 25% is entirely new content.
Are You 65+ with 20 Years of Residency?
If you're 65 years old or older and have been a lawful permanent resident for 20+ years, you qualify for the 65/20 Special Consideration Test. You'll take a shorter version with 10 questions (from a reduced list of 20) and only need 6 correct answers to pass. You can also take the test in any language of your choice.
